The Local Government Act includes the mention of ‘non-regulatory services’ – this is a term that means resourcing, equipping, supporting, backing, & empowering people. It is more than just supplying libraries, museums & swimming pools.
A ‘non-regulatory service’ means that when you go into Council there should be somebody who is in there who is not doing a ‘regulatory services’ (which are about legistalation & control) & getting ready to send you a bill for it.
There should be ways that everyone can use Council services; get useful information (through resources), where there is somebody who is willing to help you (encourage, educate & empower) & who is able to advise on an economic way forward for your idea to be realised.
The next three year window is a time that we need to focus on ‘design thinking’ (which is what I do working in a secondary school). We need to be empowered to investigate, plan, create & evaluate – grab a strong understanding of issues & go through a methodology to solve that problem. We should visualise ways forward, design fresh ideas & action them. We need to use reflective thinking to see what we have done well & how we can improve – then be prepared to kee on designing so that we can cyclically improve.
I want to see people empowered, & for ordinary people to have the support systems & foundations to stand on to make great ideas come true.
